The Ministry of European Funds in its capacity of National Focal Point and announces the extension of the Second Call for applications within the Fund for Bilateral Relations of Programme RO01 - Technical Assistance and Fund for Bilateral Relations at National Level.

The fund is dedicated to supporting projects/actions that correspond to the general objective of the Programme, which is identifying partners for the purpose of developing partnership projects, organization of conferences and seminars on common interest themes, technical cooperation and exchange of experts, short-term training, study visits, elaboration of reports and studies, other common interest activities, transfer of knowledge, experience, techniques, good practices between similar entities in Romania and Donor States. 

 The deadline for submission of applications is 31 December 2015 or until funds depletion. The end date for the implementation of the projects/actions is 30 June 2016. The grant applications submitted shall be continuously evaluated as they are registered, until the entire financial allocation is spent.

The fund is dedicated to supporting projects/actions that correspond to the general objective of the Programme, which is identifying partners for the purpose of developing partnership projects, organization of conferences and seminars on common interest themes, technical cooperation and exchange of experts, short-term training, study visits, elaboration of reports and studies, other common interest activities, transfer of knowledge, experience, techniques, good practices between similar entities in Romania and Donor States. Non-reimbursable grant rate is 100% of eligible costs.

 

The priority sectors for which grants are provided are:

  • Justice and Home Affairs, judicial capacity building and Schengen cooperation;

  • Health;

  • Cultural cooperation, cultural diversity, heritage and cultural exchange;

  • Environment;

  • Children and youth at risk;

  • General and horizontal priorities

 

The eligible beneficiaries and partners under the Fund for Bilateral Relations at National Level are the following:

  • The National Focal Point and other national institutions playing an important role in establishing/implementing a certain programme included in the Memorand of Understanding;

  • Programme Operators and Programme Partners within Programmes financed through the EEA and Norway Grants;

  • Project Promoter and Project Partners within projects financed through the EEA and Norway Grants;

  • Embassies of the donor states in Romania and embassies of Romania in the donor states;

  • Public institutions, national or international public authorities, local, regional or central public authorities;

  • Governmental agencies;

  • Educational institutions and research institutes;

  • Non-governmental organizations, associations, foundations, unions, professional associations, employers' associations activating in the field of the above-mentioned priority sectors (for Measure II, only entities within this category having carried out this activity for at least one full fiscal year are eligible).

 

The total budget of this call is 736,000 Euro:

  • Measure I: Support for travel : 100.000 Euro

  • Measure II: Priority sectors: 636.000 Euro
