General Objective of the Programme: Reduced human and ecosystem vulnerability to climate change

Specific Objective of the Programme: The programme reflects the objectives and recent priorities, the strategies and action plans at European and national level, as well as the most urgent needs related to the adaptation to climate change in the Region 7 Centre in Romania, in order to fill the existing gap in the level of training related to climate change, as well as to increase the awareness, education and administrative capacity as concerns climate change.

Expected outcome: The programme consists of a pre-defined project, comprising:

Development of strategies, action plans and guidelines on climate change for three municipalities in the Centre Region of Romania

Elaboration of guidelines for adaptation to climate change in the vulnerable sectors at local level, as well as of a guide for elaborating them.

Development of a training module; professional education and training for 300 persons

Elaboration of meteorological surveys to support plans for adaptation to climate change at regional level:
- Transport: underground cable laying, local traffic survey and planting of trees
- Energy and constructions: heat insulation of a public building and adjacent kindergarten

Information and awareness campaigns on the adaptation to climate change dedicated to the civil society

Expected outcome "Elaboration of measures for the adaptation to climate change"
The project shall support the local public authorities in three municipalities in the Central Region (NUTS-II) in Romania, as concerns the enforcement of the current legislation related to climate change, by developing strategies and plans for the adaptation to climate change. The project shall also support the elaboration of meteorological surveys on the regional and local climate. Moreover, the project shall be a pilot for the solutions of adaptation to climate change of the transport, energy and constructions sector. The beneficiaries of the programme are regional and local decision makers, the research and education community, NGOs, civil society and the general public.
The programme consists of a pre-defined project, which shall comprise:
- Development of strategies, action plans and guidelines on climate change for three municipalities in the Centre Region of Romania
- Elaboration of guidelines for adaptation to climate change in the vulnerable sectors at local level, as well as of a guide for elaborating such guidelines
- Development of a training module; professional education and training for 300 employees
- Elaboration of meteorological surveys to support plans for adaptation to climate change at regional level
- Two pilot-measures in three vulnerable sectors:
o Transport: underground cable laying, local traffic survey and planting of trees
o Energy and constructions: heat insulation of a public building and adjacent kindergarten
