Programme RO23 „Correctional Services, including Non-custodial Sanctions"
Objective: Improved correctional services systems in compliance with relevant international human rights instruments.
Main focus: The programme's main focus is to increase the efficiency of the Romanian penitentiary and probation systems.
Budget: 9.411.764 Euro (8.000.000 Euro Programme grant + 1.411.764 Euro representing the 15% national co-financing ensured by the Programme Operator – the Ministry of Justice).

The programme foresees the implementation of 6 pre-defined projects, which have as Project Promoters the National Administration of Penitentiaries, the National Probation Directorate and the General Inspectorate of the Romanian Police.
Project: „Strengthening the capacity of the Bacau prison for minors and youngsters to comply with the relevant international human rights instruments"
• Budget: 3.127.355 Euro
• Purpose: Strengthening the capacity of the Bacau prison for minors and youngsters, in particular, and of the penitentiary system, in general, to efficiently assist the educational and psycho-social recovery of the minors and youngsters deprived of liberty.
• Components:
• Component 1: A prison wing within the detention area belonging to the Bacau Prison for minors and youngsters renovated and equipped in accordance to the CPT standards;
• Component 2: An educational and psycho-social recovery programme, as well as an evaluation tool of the relapse risk for minors and youngsters deprived of liberty developed;
• Component 3: Improved professional competence and knowledge of the prison staff working with minors and youngsters deprived of liberty.
• Promoter: the National Administration of Penitentiaries.
• Partners: Bjørgvin Prison from Norway and the Correctional Service of Norway Staff Academy (KRUS).
Project: „Establishing a therapeutic community centre for women in Gherla Prison"
• Budget: 1.232.437 Euro
• Purpose: Strengthening the capacity of the Gherla prison, in particular, and of the penitentiary system, in general, to efficiently assist the psycho-social recovery of women deprived of liberty.
• Components:
• Component 1: A therapeutic community centre for women in Gherla prison established and equipped;
• Component 2: A special psycho-social recovery program and clinic protocols for the assistance of women deprived of liberty developed;
• Component 3: Improved professional competence and knowledge of prison staff working with women deprived of liberty.
• Promoter: the National Administration of Penitentiaries.
• Partner: Bredtveit Prison from Norway.
Project: „Setting up an eco–reintegration mechanism for inmates"
• Budget: 580.320 Euro
• Purpose: Strengthening the capacity of the penitentiary system to facilitate the reintegration process of the ex-inmates
• Components:
• Component 1: Inmates (with a special focus on Roma inmates) trained in eco-construction and traditional crafts;
• Component 2: Prison staff trained for creating and implementing a human ecology detention system;
• Component 3: Increased awareness and involvement of the society as regards the social reintegration of inmates and ex-inmates (with a special focus on Roma inmates).
• The special target group of the project consists in inmates of Roma origin.
• Promoter: the National Administration of Penitentiaries.
• Partner: Bastøy Prison from Norway.
Project: „Strengthening the capacity of the penitentiary system in the area of human capital development at the level of prison staff"
• Budget: 645.069 Euro
• Purpose: Strengthening the capacity of the penitentiary system to ensure special training instruments, professional training courses, as well as proper training facilities for the prison staff.
• Components:
• Component 1: A Human Resources Strategy, as well as other special training instruments for the prison staff developed;
• Component 2: Professional competence and knowledge of prison staff improved;
• Component 3: The Centre for Training and Specialization for the National Administration of Penitentiaries' officers– Arad redeveloped/ rehabilitated and endowed.
• Promoter: the National Administration of Penitentiaries.
• Partner: the Correctional Service of Norway Staff Academy (KRUS).
Project: "Strengthening the capacity of the Romanian probation system for delivering effective alternative to prison interventions"
• Purpose: Improving the overall performance of the Romanian probation system, through developing the organizational management in probation and improving its working tools.
• Budget: 1.933.085 Euro
• Components:
• Component 1: Development of the organizational management of the probation system;
• Component 2: Improvement of the working tools, capacity and practice of the probation system;
• Component 3: Improvement of the capacity of the probation system to provide specific assistance for Roma offenders under probation supervision improved;
• Component 4: Improvement of the working conditions of the probation staff and of the functioning of the probation services.

Project: "Strengthening the capacity of the pre-trial detention system to comply with the relevant international human rights instruments"
• Purpose: Strengthening the capacity of the pre-trial detention system to comply with the relevant international human rights instruments.
• Budget: 1.286.598 Euro
• Components:
• Component 1: Training of police staff working in the police pre-trial detention centres, with a special focus on protection of human rights;
• Component 2: Endowment of pre-trial detention centres.
• Promoter: The General Inspectorate of the Romanian Police
