Financing Programme RO20 “Domestic and Gender-based Violence”
Overall objective: gender-based violence prevented and tackled
Specific Objective: reduce the gender based violence in Romania and support the victims of trafficking
Budget: 4.705.882.35 Euro (4.000.000 Euro Programme grant + 705.88.35 Euro representing the 15% national co-financing ensured by the Programme Operator – the Ministry of Justice).
Partners: Council of Europe (CoE) and the Norwegian Police Directorate (POD)
The programme will be implemented by way of:

Two pre-defined projects, as described below:
I. Pre-defined project „JAD – Joint Action against Domestic violence"
Budget: 487,814 Euro (out of which 414.641,9 EURO Norway Grants)
Components:
Component 1: Romanian specialists – law enforcement and judiciary – trained on fighting domestic, gender based violence and discrimination and provided with a practical guide of best practices in the field.
Project Promoter: the General Inspectorate of the Romanian Police, in partnership with the Norwegian Police Directorate, the Council of Europe, the Prosecutor's Office attached to the High Court of Cassation and Justice, the Superior Council of Magistracy and the National Institute of Magistracy
II. Pre-defined project "Best practice model on assistance for victims of trafficking in human beings – Pilot project
Budget: 1,441,176.47 Euro (out of which 1,225,000 EURO Norway Grants)
Components:
Component 1: establishment of a crisis centre in Bucharest and a rapid response team for victims of trafficking in human beings;
Component 2: assistance services provided to at least 100 victims of trafficking upon the setting up of the crisis centre;
Component 3: evaluation of the national assistance system in accordance with the specific Standards for Specialized Assistance Services provided to trafficking victims approved through the Government Decision 1238/2007 and ensuring the training for specialists in providing victims assistance;
Component 4: raising the awareness on risks associated with trafficking with a particular focus on Roma communities.
Project Promoter: the National Agency against Trafficking in Persons in partnership with the Norwegian Police Directorate, the Council of Europe, the Directorate General for Social Assistance and Child Protection and the Inspectorate General of the Romanian Police

A call for proposals having 3 priority areas of financing, namely:

"Supporting the network of units in the framework of the Law on domestic violence", which will make available € 1,294,539

Eligible applicants: national and local public institutions in partnership, if the case, with; non-commercial and/or non-governmental organisations in partnership with public institutions; inter-governmental organisations operating in Romania

Grant: the minimum amount of grant assistance applied for is €170,000, while the maximum amount is €500,000.

"Awareness and sensitizing activities", which will make available € 529,412. An allocation of € 317.647 will be directed to increasing the awareness on the harmful effects of domestic violence among the Roma ethnic groups

Eligible applicants: national and local public institutions; non-commercial and/or non-governmental organisations; inter-governmental organisations operating in Romania

Grant: the minimum amount of grant assistance applied for is €170,000, while the maximum amount is €250,000.

"Training activities for the professionals activating in the field of domestic violence", which will make available € 452,941
